To provide assistance to the EAs/ IAs in the procurement of works, goods, consulting services and non-consulting services for the project implementation; in accordance with the ADB's procurement policy and regulations. To assist the ADB's project team regarding all matters associated with the procurement and contract management related to Emergency Flood Assistance Project (EFAP). The overall responsibilities included but not limited to the following: 1.    Assist EAs/IAs and ADB to administer all procurement actions towards contract awards in accordance with ADB policy, regulations and guidelines on procurement and consulting services. In particular, the expert will support EA and ADB to conclude the procurement of EFAP. 2.    Update the Procurement Plan including packaging of works, services, and goods with estimated cost and time schedule and assist the EA/IAs team in seeking approval from ADB. 3.    Support the ADB and EA/IAs during procurement activities i.e., during evaluation of proposals and bids and preparation of evaluation reports, thereof. 4.    Assist the EA/IAs in undertaking procurements as per the procurement plan following ADB policies and procedures and prepare required specifications and procurement documents based on ADB's new SBDs for shopping, civil works, goods contracts, bid evaluation reports and required submissions. 5.    Assist in convening the recruitment process for consulting services and in the preparation of requisite consultant recruitment submissions. 6.    Assist in reviewing and assessing any contract variations (design change, extension of time, and other variations) and processing them as required by the contract provisions and ADB procedures, visiting project sites and participating in relevant meetings if necessary. 7.    Support ADB in oversight on procurement monitoring, competition, complaints, cost effectiveness and successful rolling out works, goods, consulting services, updating the procurement plans 8.             Assist in any other task assigned by the ADB project officers in the domain of Procurement and Contract administration.
