The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s International Cooperation Agency within the Federal Department of Foreign Affairs (FDFA).Through its SDC office in Islamabad. Switzerland has been engaged in Development Cooperation with Pakistan for the last 45 years. Currently Switzerland is developing a new Programme in KPK and FATA.

To complete its team, the following job vacancy is announced for Pakistani nationals. This is a permanent position based in Peshawar with an attractive salary package. This is a National Programme Officer level Position. Main Responsibilities:

The Risk Management cum Liaison Officer KPK of SDC works directly under and in very close consultation with Director of Cooperation (DoC). A primary responsibility of this position is to facilitate the work of SDC and their development partners in a complex and insecure environment. He/she will maintain the relevant contacts with people that will facilitate SDC’s work in the province, and ensure that the local environment, both political and social are taken intoaccountwhile programming in KPK and FATA.

This job is essentially related to analysis and reporting, clearly and logically, of day to day changing issues that are important for SDC to understand and take into account while working in the region. The incumbent should be an expert on local culture and conditions.

He/she will also liaise with government and will represent SDC, as per instructions of the DoC. at meetings in KPKor FATA. Among others responsibilities, she/he will be responsible for the following tasks:

  • To advise SDC on relevant local conditions and what is possible to do and not to do within the local socioeconomic, political, cultural and security context with respect to SDC programming in the region
  • To act as a facilitator between all SDC staff and their development partners in KPK and FATA.
  • Maintaining and enhancing the network of SDC with key state actors in SDC’s geographic cluster areas in KPK and FATA (Provincial, division and district level)
  • Keep track of and report day to day changes in the security, political and socioeconomic situation of the region with a special emphasis on the safety of the staff while travelling and working in a particular geographic location
  • Understanding root causes of any tension or conflicts and providing inputs and analysis for programming of development activities
  • Updating himself/herself with new tools including security as integral part of Conflict Sensitive Program Management) CSPM); participating in training to enhance knowledge and competence
  • Taking notes for the DoC and following up on meetings with GOV of KPK/FATA, donors. NGO’s Private Sector; keeping Islamabad team timely informed on upcoming meetings

Requirements:

  1. Preferably a Master’s degree in Political Science, economics or other relevant field
  2. At least 10 years of experience, with 3 years ideally in a Conflict Sensitive Programme Management (CSPM) Position Experience in public relations and liaison activities with authorities
  3. Familiarity with the functioning of the government, and more specifically of the government of the KPK province and FATA. Candidate should be very familiar with the social, economic, political and security related issues in KPK and FATA. Good spoken and written English Strong analytical and conceptual competence and writing skills
  4. The individual must be an excellent team player with excellent interpersonal skills and communication abilities, since they will have to interact with many different teams and groups of people during their work. Advance computer skills (MS Office package) Fluency in Pashto is essential
