Summary – This proposal seeks funding for hiring an Expert/Advisor to support the Communication Section and advise the Punjab Healthcare Commission (PHC) on the issues related to communications and media coverage. The incumbent shall maintain a close liaison with the stakeholders including representatives from media.

 
 

1.
Background – The PHC is in the process of enforcing its mandate provided under PHC ACT, 2010 and is currently engaged in progressively rolling out the process of Registration /Licensing/training the Hospitals staff for the implementation of the MSDS prescribed by the Commission. The Commission is also proactively handling complaints where the patient’s physical well-being had been jeopardized due to a lack of adherence to service delivery standards by the healthcare establishments or due to maladministration, malpractice or medical negligence by healthcare service providers. 
The PHC has diverse stakeholder groups with conflicting interests. It is important for the PHC to effectively deal with the clients while addressing these conflicting interests of the various stakeholders. Dissemination of information to the stakeholders regarding the PHC mandate is the key point in the PHC’s overall Communication Strategy. General public needs to be informed about patient rights and responsibilities. Likewise, the medical staff should also know their rights and responsibilities and the PHC’s Communications Plan will help send the right message to each stakeholder. 
The purpose of hiring the services of an expert/advisor is to support the PHC staff in planning and rolling out communication activities in implementing the Communication strategy of the Commission with the ultimate objectives to disseminate the mandate of the PHC. The Communication advisor will also support the management of the PHC in developing and implementing its futuristic communication strategies. TORs for hiring a consultant/ Advisor being requested will cater for developing, implementing and monitoring the communications plans/strategies of the Commission.

 
 

2.
Justification – The PHC is a nascent and upcoming organization mandated to perform a regulatory task which is unprecedented and unique in nature and enormous in terms of volume. It is imperative to engage an expert to facilitate and develop the communications business plan/ activities in line with the planned timeline. These Communications activities will address the challenges and suggest taking advantage of the identified opportunities whilst complying with the legal requirements envisaged within the PHC Act. A comprehensive communication strategy incorporating the above needs to be developed to ensure an effective and participatory approach to communicate with PHC‘s key stakeholders. Services of experts to develop and implement the required plans and carry out associated activities are therefore, considered essential in augmenting the efforts of the Commission.

 
 

3.
Scope of Work – The Communications Advisor shall have an excellent understanding of the mandate and the functions of the PHC and particularly related to media and communications. The Communications Advisor will be responsible to assist in the spearheading strategic direction initiatives and planning, coordination, and management of the PHC‘s public relations, and strategic communications program. The Communications Advisor will assist in creating and communicating the Commission’s messages and ensure an overall positive image of the PHC. Moreover, the Communications Advisor will support the Commission’s staff in developing and maintaining strategic partnerships with external organizations and funders. The incumbent shall also advise on quality improvement activities related to the functions of the Commission in terms of media image, communication and will work under the general supervision of Chief Operating Officer (COO). The key responsibilities of the Communications Advisor will include but will not be limited to the following:

 
 

 

  • Advise in planning, organizing, and directing overall communication strategies and public information activities for the Commission;
  • Assist in the dissemination of good practices and patient charter communication, (including internal communication, conferencing, website, media articles, and publications)
  • Advise in establishing and delivering against an action plan for the dissemination of the best practices and patient’s charter that will facilitate comprehensive awareness and the adoption of the Commissions Goals
  • Liaise, communicate and plan strategically and operationally with colleagues from other agencies / organization’s and departments
  • Promote and strength institutional image, credibility, and operational efficiency of the PHC through brand communication both at the internal and external level.
  • Maintain extensive and positive relationships with national electronic and printv media;
  • Support in developing and implementing annual strategic communication plans that include goals, activities, materials, and performance indicators;
  • Develop a unified vision of a healthcare system and its impact on quality of health in Punjab through consensus building activities, in order to encourage, reinforce and retain stakeholders’ support
  • Represent the organization in the media and other relevant occasions;

 
 

Qualification & Experience:

  • Master’s Degree in Mass Communication, journalism or relevant Social/Natural sciences from HEC recognized institutions or equivalent. Professional qualification in PR and media will be preferred.
  • Minimum 10-15 years of experience in the relevant field
  • Experience of building a disciplined operational infrastructure and the ability to support continued growth.

  • High degree of quality sensitivity for patients’ rights and experience of dealing with a range of challenging organizational issues within a complex and fluid stakeholder environment.
  • Demonstrable leadership skills with a flexible style – consensual and participative but decisive where warranted.
  • Self-confident with good presentation and communication skills
  • Demonstrable integrity, energy, enthusiasm, commitment and persistence.
  • Excellent spoken and written communication skills for interacting with the various stake holders in English, Urdu/or local languages
  • Excellent Computer skill in MS technologies
